Can you stop someone jamming your WiFi system?

You don't need a licence to operate a transmitter at 2.4 GHz. And licensed amateurs can broadcast at vastly greater power than the very limited output of wireless LAN equipment. Who do you complain to, if someone blocks your network?
Apparently, this is bothering quite a few amateur radio experts at the moment.
The issue, they say, is whether they are entitled to complain to anybody in authority, if someone parks a car outside their office, or house, radiating powerfully enough to blot out Bluetooth and WiFi equipment in the building.
