How long does it take to test a Government Web site?

Our Sniffer has been snooping around the Radiocommunications agency, after their exciting report about how wireless LANs should go commercial - at last! - only to find that the Web site won't be updated for eleven days.
While we're really pleased that Government is taking notice of industry-wide support for commercial WiFi sites, we're intrigued by the delay. The log-jam in updates is described on their site as "for testing."
"Please note that we will be testing the website between Friday 8th March and Tuesday 19th March 2002 and will therefore not be updating the site with new documents," it says. "We apologise for the inconvenience."
Shall we get the Telegraph to run a competition on exactly what tests they might be doing?
