More "mobile" broadband? India's WiMAX approach

This is mobile, they say: not just home wireless. It's called 4G by BSNL in India: BSNL "plans to have up to 900 base stations across the state by the end of this rollout." And it's for cities, not rural.
The report suggests:
"Indian telecom BSNL (Bharat Sanchar Nigam Limited) brought a new mobile WiMAX network to one of the fastest growning mobile markets on the planet last week when it launched a commercial network in the population centers of Kerala, a state in southwest India."
"BSNL has a WiMAX subscriber base of only 3,000, but has laid out plans to reach 250,000 subscribers in the next 10 months. The new service in Kerala will compliment BSNL's rural efforts across India."
According to WiMAX.com's report "Kerala is a densely populated state that is home to nearly 32 million Indians. 450 BTS are already being deployed in the major urban centres - flagged as "First Urban WiMAX Network in India."
We can't find any info from the supplier to explain the mobility claims, but it appears to be non-phone mobile.
