Well, that's what Omio says. It's a phone comparison web site, and (with one obvious caveat) looks like a good way to eliminate 90% of the possible offers on the market before doing battle with the mobile store.
There's an "interactive tariff" tester. You slide the controls up and down like a music console in a studio, setting monthly cost, inclusive texts, monthly minutes and handset cost to your taste; and then it works out which phones on which service meet your requirements.
Will do data charges "one day soon" they tell me.
