When there's a political point to score, the "provision of emergency services" becomes a crucial one. That is, if you're using Internet phones, suddenly, it's "not fair" to provide a phone service without a fire, police and ambulance connection.
Hence, the agreement between HBF and Spatial, aimed at filling the gap.
Of course, this gap exists on the underground train system anyway, and nobody cares about that, because nobody is anxious to spend what it would take to provide emergency help on the Metro or the Underground.
